The Castroville Community Services District's water system is regulated by the State of California Water Resources Control Board.

The Castroville Community Services District was formed in 2008. The District was created by the Monterey County Local Agency Formation Commission (LAFCO) with the  merger of both the Castroville Water District, which was established in 1952 and Monterey County Service Area No.14, the successor to the Castroville Sanitation District. In 2014 the Castroville Community Services District  merged with Moss Landing Sanitation District which it had been operating under contract for several years.

The Castroville Community Services District is a public agency governed by a five (5) member elected Board of Directors.

The District provides specified services to locally defined areas. The Castroville Community Services District is a Special District, an agency of the state for the local performance of governmental or proprietary functions within limited boundaries. The Castroville Community Service District is a Multi-function district. A multi-functional CSD can only provide the services it is authorized to provide by law or LAFCO.

Services provided include water, sewer, storm water, street lighting, recreational services, street maintenance and open space. All services listed except for street and open space are provided for the township of Castroville. Only the Rancho Moro Cojo subdivison has street maintenance,  open space, sewer, storm water and street lighting services. As for Moss Landing, the District only operates and maintains the sewer system for Moss Landing as of 2014.

The District provide these services from Moss Landing in the north, to Moro Cojo to the east includes al of the Castroville community.
